France - Carbon Tax - New Green Tax

Further to the "Rocard" report of July 28, 2009 which recommended the creation of a carbon tax or "contribution Climate Energy Contribution” (CEC), the bill for 2010 proposes a carbon tax.

Further to the "Rocard" report of July 28, 2009 which recommended the creation of a carbon tax or "contribution Climate Energy Contribution” (CEC), the bill for 2010 establishes a carbon tax. A portion of this tax would be refunded to households as a tax credit.
The carbon tax would be an ultimate burden for businesses and recovered as the TIPP (application of the Customs Code).
Specific measures are planned for hauliers, agricultural and fishing enterprises. Some intensive users of energy should be exempt.
Households and businesses would be taxed on their consumption of fossil fuels to the tune of
¤ 17 per tonne of CO2. The primary fuel would be affected by the tax of 4.11 ¤ 4.84 per 100 liters.
